6. And the kohen shall see him on the seventh day a second time. And, behold! the lesion has become dimmer, and the lesion has not spread on the skin, the kohen shall pronounce him clean. It is a mispachath. He shall immerse his garments and become clean. 7. However, if the mispachath.spreads on the skin after it has been shown it to the kohen for its purification, it shall be shown to the kohen a second time. 8. The kohen shall look [at it]. And, behold! the mispachath has spread on the skin. The kohen shall pronounce him unclean. It is tzara'ath. 9. If a man has a lesion of tzara'ath, he shall be brought to the kohen. 10. The kohen shall look [at it]. And, behold! there is a white se'eith on the skin, and either it has turned the hair white, or there is healthy, live flesh in the se'eith, 11. it is old tzara'ath on the skin of his flesh, and the kohen shall pronounce him unclean; he need not quarantine him because he is unclean. 12. And if the tzara'ath has spread over the skin, whereby the tzara'ath covers all the skin of the [person with the] lesion, from his head to his feet, wherever the eyes of the kohen can see it, 13. then the kohen shall look [at it]. And, behold! the tzara'ath has covered all his flesh, he shall pronounce [the person with] the lesion clean. He has turned completely white; he is clean. 14. But on the day that live flesh appears in it, he shall become unclean. 15. When the kohen sees the healthy, live flesh, he shall pronounce him unclean. The live flesh is unclean; it is tzara'ath. 16. But, if the healthy, live flesh once again turns white, he shall come to the kohen. 17. And the kohen shall look at it. And, behold! the lesion has turned white; the kohen shall pronounce the lesion clean. He is clean.

Now on Arutz Sheva: Fitna, the controversial and censored movie by Geert Wilders that
aims to energize the West into fighting back against its mortal enemy.

The movie, which shows the Western world some of the aims and means of its latest mortal
enemy, extremist Islam, was banned first by the internet registrar Network Solutions and
LiveLeak. The full version can now be seen in full on Arutz Sheva. Arutz Sheva provides
this service in order educate the Western world as to the dangers facing non-Muslims and
Western democracies all around the world.
The movie ends with a call for Europe to defeat Islamic ideology, just as it defeated the
threats of Nazism and Communism in the past.
Condemnation
The movie has drawn condemnation from Arab countries around the world, as well as from
Australia, Holland, the European Union and the United Nations. Australian Foreign
Minister Stephen Smith, for example, rejected the film's premise of equating Islam with
acts of terror and violence and said it is an attempt to incite racial hatred. Even the
Netherlands' Central Jewish Board called the film's focus on anti-Jewish preaching by
Muslims "counterproductive" and "generalizing."
Content
The movie screens explicit texts from the Koran, as well as Moslem clerics calling for
murder and violence towards all non-believers.

One frenzied Moslem cleric is seen calling for the murder of Jews; he unsheathes a sword
and cries out, "By Allah, we shall cut off the Jew's head! Allah is great! Allah is
great! Jihad for the sake of Allah!" The audience, in a similar frenzy, cheers him
on.

One of the Koranic verses quoted in the movie reads, "Those who have disbelieved our
signs, we shall roast them in fire. Whenever their skins are cooked to a turn, we shall
substitute new skins for them, that they may feel the punishment. Verily, Allah is
sublime and wise." This is followed by scenes of enemies of Islam being dragged
through the streets, a bombed-out bus in London, an imam calling for death to all Jews,
and signs at Moslem rallies reading, "Be prepared for the real Holocaust,"
"God bless Hitler," and "Islam will dominate the world."
Another quoted verse: "Therefore, when ye meet the unbelievers, smite at their
necks, and when ye have caused a bloodbath among them, bind a bond firmly on them."
Another Moslem preacher is then seen saying calmly, "Throats must be slit and skulls
must be shattered - this is the path to victory."
Imams and Moslem leaders are shown preaching, "Islam is a religion that wants to
rule the world. It has done so before, and eventually will rule it again... By Allah, the
day will come when we will rule the entire world again! The day will come when we will
rule America! The day will come when we will rule Britain! ... You will take over the
USA! You will defeat them all! You will get victory!"
US Media Interest
The United States media has been relatively quiet on the story, compared to the amount of
attention the movie continues to receive in the European press. The New York Times, for
instance, last reported it on Thursday.
The Washington Post has an Associated Press story concentrating on the reactions to the
movie, with nothing about its content; the report relates to the film as an
"insult" to Islam, with quotes by many Islamic political leaders to this effect
and comparing it to the Danish cartoons about Muhammed. An earlier Reuters story in the
Washington Post followed the same line, though it included one and a half sentences
describing the film's actual content.

When The Dow Goes Down

A Jewish perspective on the widening financial crisis.


As we watch the turmoil on Wall Street, our sinking portfolios, and the financial crisis that may be leading us to a severe recession, we're left to wonder what is the deeper spiritual message.

After all, what we are seeing now isn't something new -- although we wanted to fool ourselves into thinking that it wouldn't happen to us again. Too bad we can't be as smart as Warren Buffett, universally recognized as the world's best and most intelligent investor. In 1999, as analysts kept insisting that "this time there is no limit to how high the market could go," Buffett warned of what he called "an almost biblical kind of symmetry." He was referring to the Book of Genesis, where Joseph is called to interpret the dreams of the Egyptian Pharaoh: Seven lean cows ate seven fat cows, and seven lean ears of grain consumed seven plump ears. The interpretation, said Joseph, is that seven years of bounty will be followed by seven years of famine.

Almost eerily, Buffett linked Joseph's seven-year cycles with the performance of the Dow Jones at the close of the 20th century. He recognized that the concept of economic cycles discovered by Joseph is as relevant today as it was then, and could only be ignored at our own peril.


And so, just about seven years after the bull market again began to roar in 2001, the seven "fat cows" of prosperity are being swallowed up the "lean cows" of sub-prime mortgage defaults, bankruptcies and hedge-fund collapses in 2008.

There is a stark truth that somehow never seems to be acknowledged. Crashes are treated as total surprises, unpredictable and beyond reason -- as if Joseph's words weren't part of our ancient legacy. It is a mistake to believe, as most do, that people had no advance warning for the Crash of 1929. In the book Blood in the Streets, the authors Davidson and Rees-Mogg quote Paul Clay who in 1928 identified major financial fallacies. "First among these fallacies," he wrote, "is the New Era delusion, as typified by the famous dictum, 'This is a new era. Statistics of the past don't count.' Every period of great prosperity is considered to be a new era and so much better fortified to give promise of permanence."

Sound familiar? Before the most recent crash of 2000, newspapers and magazines overflowed with stories about the "new paradigm" -- the notion that thanks to increased global competition and technological advances, inflation and the business cycle are dead. The advanced economies, in other words, could look forward to uninterrupted years of strong growth and low inflation, and the exuberance of equity prices around the world was thereby justified. As a spokesman for Merrill Lynch put it in 1999, "We are genuinely in uncharted territory -- there are no chart points or critical levels we can refer to."

And that's what the Wizards of Wall Street repeated in 2007 as housing prices soared beyond any justifiable barometer and the herd of investors borrowed heavily against their mortgages to buy stocks they were assured could only move to as yet unimaginable highs. In other words, forget the past and the theory of economic cycles. Joseph, it seems, was wrong.

Manna from Heaven

But Joseph wasn't wrong. Cycles are here to stay. They can always be counted on. And the Jewish sages not only accepted them as economic realities, but explained them as having deep spiritual benefit.

Do you want to know why God doesn't simply keep showering His blessings on us in uninterrupted fashion? The answer appears in the Talmud in response to a question about the manner in which the Jews received manna from heaven as food when they traveled through the desert on their way out of Egypt.

"Why," asked the students of Rabbi Shimon bar Yochai, "didn't God give the Jews their entire food for the year at one time, rather than doling it out in a daily fashion?" To which the rabbi responded, "Let me offer you a parable: A king used to give his son a sizeable allowance once a year. The prince would only visit his father when his funds were depleted. The king then changed his arrangements to distribute only enough money for one day at a time. In this way he would see his son on a daily basis. So too, God provided the manna in daily portions to keep every person's eyes focused toward Heaven as source for his sustenance."

What we want from God is His blessings. What God desires of us is awareness of the relationship. Give too much and we take it for granted. Give uninterruptedly and we assume our blessings are coming to us without any need for gratitude or acknowledgement.

The Code of Jewish Law tells us in the first chapter that every day "Every Jew is required to recite the biblical chapter that tells the story of the gift of the manna." Why? So that we reaffirm our awareness of God's role in providing our daily necessities. With technology creating an illusion of total control, that lesson applies today now more than ever.


God wants the world to run in a seemingly natural fashion. Incomes are earned, moneys accumulated, portfolios allowed to grow in ways that offer us the semblance of security. But every so often, perhaps seven years -- corresponding to the weekly Sabbath meant to remind us of God's ongoing rulership -- we need a reminder that it is our Father, the King of Kings, who doles out our allowance and to whom we must give thanks.

Every Seven Years

When our coffers are full, our granaries overflowing, the Torah reminds us that there is an all-too-human trait of distancing oneself from God. "And Yeshurun (the Jewish people) waxed fat, and they kicked [away their attachment to the Almighty]." Wealth sometimes brings with it forgetfulness. Forgetting where we came from. Forgetting to whom we owe our good fortune. Ignoring the One Above without whom we would have nothing.

This idea finds expression in the biblically-ordained Sabbatical (Shmita) year. Every seven years in the Land of Israel, not only do we let the land lie fallow, but we must allow other people to freely enter our fields and take any available produce. We unlock our gates, in effect proclaiming that we have no individual dominion over the land; all privileges emanate from God, Who can give and take at will.

Ironically, this year (5768 on the Jewish calendar) is indeed a Shmita year.

So when the Dow drops, as it always must, and the divinely-ordained cycle brings us back down to earth, as it has now, it's important to remember this: When times get too good, and our relationship with God is threatened by the kind of self-assured egotism that often accompanies extreme wealth, He reminds us of where we could be without Him. And when times are bad, He renews His role as Provider in the hope that the lessons we learned when humbled by diminished prosperity will make us better human beings... as we enter the next cycle.

PERSECUTION OF JEWISH BELIEVERS IN ISRAEL: Persecution of Jewish believers in Israel is increasing in both frequency and intensity. The Messianic community in Israel numbers about 15,000, spread out in roughly 120 congregations across the nation. The community members, who believe there is no contradiction between being Jewish and believing Jesus (Yeshua) to have been the Savior and the Son of God, has been steadily growing. About half of the community's membership was born Jewish. Please pray for the comfort and healing of Ortiz family and their beloved son, Ami. Their tragic story is reported below. Pray those guilty of this heinous crime will be apprehended and for the protection of believers in Israel.

SON OF MESSIANIC JEWISH LEADERS WOUNDED BY PURIM BASKET BOMB: Members of Israel's Messianic movement, both Jewish and Gentile believers in Yeshua, remain stunned and grieved by last week's terrorist attack on the family of Messianic leaders in Ariel. A traditional gift-basket filled with sweets and baked goods, exchanged between neighbors and loved ones during the Purim holiday, was delivered to David and Leah Ortiz's home last Thursday afternoon. Their 15 yr. old son Ami who was alone in the house opened it and it exploded, severely injuring the boy's neck and head and causing the family's apartment to be engulfed in flames. The victim was rushed to a nearby hospital in serious condition. It is a miracle he is alive in view of the magnitude of the explosion. Ami's life is no longer in danger, but he is still suffering from serious injuries all over his body. His father reports: "His neck had an eight-inch gash like someone slit his throat. He has a ruptured lung. Doctors had to operate on his tongue. He has second-degree burns to his chest and arms, and there is no flesh on the thighs. He added doctors were forced to amputate two toes. "They're trying to make sure he won't lose his arms and legs. His whole body is full of fragments of shrapnel." Judea and Samaria Police admit radical Jews may have targeted the family. Ortiz described a long history of tensions with Yad Le'achim and other Orthodox activists in Ariel: "My neighbor said he had been told by religious Jews that if we were the only ones living in this building, they would have bombed it. They put posters all over town warning residents to keep away from us and calling for us to be excommunicated, and there was a demonstration in front of our house," said Ortiz. "I have served in the reserves for 15 years. All of my children went to school here, they are normal children, we are normal people. Ami is the captain of his school basketball team." All too often when Ultra Orthodox Jewish groups are behind such events they are never brought to justice. The news fades away and further investigations along with it. YAD LE'ACHIM RABBI SAYS MESSIANIC JEWS ARE THE ENEMY: Rabbi Shalom Lipshitz, head of Yad Le'achim, the largest anti-missionary organization in Israel, said following the bomb attack on the Ortiz family child, he saw the Messianic community as an enemy to the Jewish people. "There is no one who hates Jews more than they do," said Lipshitz. "They are trying to uproot Jewish faith, just like the Spanish did in the Inquisition. They prey on Jews who do not know anything about Jewish heritage. We try to explain the 'truth.' We try to tell people that you cannot be Jewish and believe in Jesus at the same time. It just doesn't go together. " Our job at Yad Le'achim is to make sure the Jewish people gets bigger, and fight people who are trying to make it smaller," said Rabbi Lipshitz. (J.Post)

ATTACK ON BOY ONE OF MANY: Members of the Messianic community in Israel said Monday that while the near-fatal attack last week on 15-year-old Ami Ortiz of Ariel marks a major escalation, it comes after years of anti-missionary violence directed at the community by both Jews and Muslims. "We get the feeling that nobody in Israel is willing to take a strong stand against violent anti-missionary activity," said Jewish-born, Beersheba pastor, Howard Bass. "We have experienced numerous attacks on the Messianic communities by Ultra Orthodox Jews over the years. Just this week two surveillance cameras that monitor our house of prayer were stolen." Last Saturday, during prayers at the 100-strong congregation, a group of Ultra Orthodox Jews stood outside and shouted insults, temporarily stopping the prayers. In December 2005, Bass's congregation was attacked by hundreds of haredi demonstrators who received the backing of the local rabbinic leadership. Police did not press charges against the assailants who forced their way into the church and forcibly stopped the baptism of two Israelis. The intruders threw chairs around and pushed Bass into the baptismal pool. (J.Post)

PERSECUTION OF MESSIANIC BELIEVERS IN ARAD: In Arad, another flashpoint for tension between the Messianic community and Orthodox Jews, the Chasdei Yeshua Congregation has been harassed repeatedly by the local Hassidic community. "They've verbally attacked us on a regular basis and they even tried to burn down our chess club last February," reported one member of the congregation. (J.Post)

CENTRAL JERUSALEM CHURCH TARGET FOR ARSON: In late Nov. 2007, a church in central Jerusalem was set afire before dawn and suffered extensive damage. Arsonists, suspected to be extremist Jews, forced their way into the church and set fires in three different places. The sanctuary had been burned down in 1982 by an ultra Orthodox Jewish group and later rebuilt. In both cases the arsonists were never brought to justice. (Israel Press)

1. And the Lord spoke to Moses, saying: 2. Speak to the children of Israel, saying: If a woman conceives and gives birth to a male, she shall be unclean for seven days; as [in] the days of her menstrual flow, she shall be unclean. 3. And on the eighth day, the flesh of his foreskin shall be circumcised. 4. And for thirty three days, she shall remain in the blood of purity; she shall not touch anything holy, nor may she enter the Sanctuary, until the days of her purification have been completed. 5. And if she gives birth to a female, she shall be unclean for two weeks, like her menstruation [period]. And for sixty six days, she shall remain in the blood of purity. 6. And when the days of her purification have been completed, whether for a son or for a daughter, she shall bring a sheep in its first year as a burnt offering, and a young dove or a turtle dove as a sin offering, to the entrance of the Tent of Meeting, to the kohen. 7. And he shall offer it up before the Lord and effect atonement for her, and thus, she will be purified from the source of her blood. This is the law of a woman who gives birth to a male or to a female. 8. And if she cannot afford a sheep, she shall take two turtle doves or two young doves: one as a burnt offering and one as a sin offering. And the kohen shall effect atonement for her, and she shall become clean.
Chapter 13
1. And the Lord spoke to Moses and Aaron, saying: 2. If a man has a se'eith, a sappachath, or a bahereth on the skin of his flesh, and it forms a lesion of tzara'ath on the skin of his flesh, he shall be brought to Aaron the kohen, or to one of his sons, the kohanim. 3. The kohen shall look at the lesion on the skin of his flesh, and [if] hair in the lesion has turned white and the appearance of the lesion is deeper than the skin of his flesh, it is a lesion of tzara'ath. When the kohen sees this, he shall pronounce him unclean. 4. But if it is a white bahereth on the skin of his flesh, and its appearance is not deeper than the skin, and its hair has not turned white, the kohen shall quarantine the [person with the] lesion for seven days. 5. And on the seventh day, the kohen shall see him. And, behold! the lesion has remained the same in its appearance; the lesion has not spread on the skin. So the kohen shall quarantine him for seven days a second time.

MOVIE PORTRAYS ISLAM AS VIOLENT AND BLOODTHIRSTY

The long-awaited and controversial movie Fitna, which graphically portrays Islam as a
religion seeking to dominate the world and slaughter non-believers, finally debuted on
the internet on Thursday night.
Within two hours of the film's release on Britain's LiveLeak.com video site, close to two
million people had seen it. More than half of them were from Holland, home to the film's
producer, Dutch politician Geert Wilders.
The screening of the movie had been in doubt after the world's largest website name
registrar, Network Solutions, decided to block the movie's home site. The decision to
censor the film bolstered concerns that the extent of the fear of Islamic violence has
even affected WWW content.
On Thursday, the UN Human Rights Council passed a resolution against the movie. Proposed
by Islamic countries, the resolutiion passed by a 21-10 vote, over the opposition of
Europe and Canada.
Despite all, LiveLeak stepped in to film the movie, at
<www.liveleak.com/view?i=7d9_1206624103>, explaining, "There was no legal
reason to refuse Geert Wilders the right to post his film on LiveLeak.com, and it is not
our place to censor people based on an emotive response." Many websites feared even
to list the URL at which the movie could be seen.

Response to the film has not been as intense as feared - though Dutch police had upped
security precautions to near-top levels. The movie was condemned by Iran, Indonesia, and
the Netherlands, but no rioting or other reactions like those that followed the
publication in Denmark of anti-Mohammed cartoons have broken out.

Fitna includes graphic footage of Moslem terror attacks around the world, including
beheadings, disfigured bodies, destroyed buses, and the like. The scenes are accompanied
by the relevant verses in the Koran, such as, "Prepare for them whatever force and
cavalry ye are able of gathering to strike terror, to strike terror into the hearts of
the enemies of Allah and your enemies." This particular verse is followed by clips
of a plane slamming into the World Trade Center and setting the building afire, and imams
calling for the annihilation of all infidels.
One Moslem cleric is seen calling for the murder of Jews; he unsheathes a sword and cries
out in nearly uncontrollable frenzy, "By Allah, we shall cut off the Jew's head!
Allah is great! Allah is great! Jihad for the sake of Allah!" The audience, in a
similar frenzy, cheers him on.
The film ends with the sound of a page being torn out of a book, followed by stark
sentences on the screen reading, "It is not up to me, but up to Moslems themselves
to tear out the hateful verses from the Koran. Muslims want you to make way for Islam,
but Islam does not make way for you. The government insists that you respect Islam, but
Islam has no respect for you. Islam wants to rule, submit, and seeks to destroy our
Western civilization. In 1945, Nazism was defeated in Europe. In 1989, Communism was
defeated in Europe. Now, the Islamic ideology has to be defeated."

1. And the Lord spoke to Moses and to Aaron, to say to them: 2. Speak to the children of Israel, saying: These are the creatures that you may eat among all the animals on earth: 3. Any animal that has a cloven hoof that is completely split into double hooves, and which brings up its cud that one you may eat. 4. But these you shall not eat among those that bring up the cud and those that have a cloven hoof: the camel, because it brings up its cud, but does not have a [completely] cloven hoof; it is unclean for you. 5. And the hyrax, because it brings up its cud, but will not have a [completely] cloven hoof; it is unclean for you; 6. And the hare, because it brings up its cud, but does not have a [completely] cloven hoof; it is unclean for you; 7. And the pig, because it has a cloven hoof that is completely split, but will not regurgitate its cud; it is unclean for you. 8. You shall not eat of their flesh, and you shall not touch their carcasses; they are unclean for you. 9. Among all [creatures] that are in the water, you may eat these: Any [of the creatures] in the water that has fins and scales, those you may eat, whether [it lives] in the seas or in the rivers. 10. Any [creature] that does not have fins and scales in the water is an abomination for you. 13. And among birds, you shall hold these in abomination; they shall not be eaten; they are an abomination: The eagle [or the griffin vulture], the kite, the osprey, 14. the kestrel, and the vulture after its species, 15. and the raven after its species, 16. the ostrich, the jay, and the sparrow hawk, and the goshawk after its species; 17. The owl, the gull, the little owl; 18. The bat, the starling, the magpie; 19. the stork, the heron after its species; the hoopoe and the atalef [bat?]; 20. Any flying insect that walks on four, is an abomination for you. 21. However, among all the flying insects that walk on four [legs], you may eat [from] those that have jointed [leg like] extensions above its [regular] legs, with which they hop on the ground. 22. From this [locust] category, you may eat the following: The red locust after its species, the yellow locust after its species, the spotted gray locust after its species and the white locust after its species. 23. But any [other] flying insect that has four legs, is an abomination for you. 24. And through these you will become unclean; anyone who touches their dead bodies will be unclean until evening; 25. And anyone who carries their carcass shall immerse his garments, and he shall be unclean until evening: 26. Any animal that has a cloven hoof that is not completely split, and which does not bring up its cud, is unclean for you. Anyone who touches them shall become unclean. 27. And among all the animals that walk on four legs, any [animal] that walks on its paws is unclean for you. Anyone who touches their carcass will be unclean until evening. 28. And one who carries their carcass shall immerse his garments, and he will be unclean until evening. They are unclean for you. 29. And this is unclean for you among creeping creatures that creep on the ground: The weasel, the mouse, and the toad after its species; 30. The hedgehog, the chameleon, the lizard, the snail, and the mole. 31. These are the ones that are unclean for you, among all creeping creatures; anyone who touches them when they are dead will be unclean until evening. 32. And if any of these dead [creatures] falls upon anything, it will become unclean, whether it is any wooden vessel, garment, hide or sack, any vessel with which work is done; it shall be immersed in water, but will remain unclean until evening, and it will become clean.

33. But any earthenware vessel, into whose interior any of them falls, whatever is inside it shall become unclean, and you shall break [the vessel] itself. 34. Of any food that is [usually] eaten, upon which water comes will become unclean, and any beverage that is [usually] drunk, which is in any vessel, shall become unclean. 35. And anything upon which any of their carcasses of these [animals] fall, will become unclean. [Thus,] an oven or stove shall be demolished; they are unclean, and, they shall be unclean for you. 36. But a spring or a cistern, a gathering of water remains clean. However, one who touches their carcass shall become unclean. 37. And if of their carcass falls upon any sowing seed which is to be sown, it remains clean. 38. But if water is put upon seeds, and any of their carcass falls on them, they are unclean for you. 39. If an animal that you [normally] eat, dies, one who touches its carcass shall be unclean until evening. 40. And one who eats of its carcass shall immerse his garments, and he shall be unclean until evening. And one who carries its carcass shall immerse his garments, and he shall be unclean until evening. 41. And any creeping creature that creeps on the ground is an abomination; it shall not be eaten. 42. Any [creature] that goes on its belly, and any [creature] that walks on four [legs] to any [creature] that has many legs, among all creeping creatures that creep on the ground, you shall not eat, for they are an abomination. 43. You shall not make yourselves abominable with any creeping creature that creeps, and you shall not defile yourselves with them, that you should become unclean through them. 44. For I am the Lord your God, and you shall sanctify yourselves and be holy, because I am holy, and you shall not defile yourselves through any creeping creature that crawls on the ground. 45. For I am the Lord Who has brought you up from the land of Egypt to be your God. Thus, you shall be holy, because I am holy. 46. This is the law regarding animals, birds, all living creatures that move in water and all creatures that creep on the ground, 47. to distinguish between the unclean and the clean, and between the animal that may be eaten and the animal that may not be eaten.

KNESSET LOBBY FOR ALIYAH FROM THE WEST LAUNCHED

Knesset Members, Aliyah groups and officials from the Absorption and Finance Ministries
gathered at the Knesset Tuesday to establish the Knesset Lobby for Western Aliyah
(immigration to Israel).
The lobby was launched by MK Gilad Erdan (Likud) and MK Yoel Hasson (Kadima).
&#65533;There are more than eight million Jews in Western nations that we hope will make Aliyah
to Israel,&#65533; Erdan said, opening the discussion. &#65533;This hope does not differ inside or
outside the coalition &#65533; whether on the right or the left. But there are obstacles and
specific issues that we as Knesset Members hear about from individual olim and Aliyah
organizations alike. The purpose of this lobby is to identify where new legislation is
needed to rectify those obstacles.&#65533;
Former Israeli Ambassador to the US Danny Ayalon, now the Chairman of the Nefesh B&#65533;Nefesh
Aliyah organization said that Israel was founded on two principles, both necessitating
establishing facts on the ground: &#65533;Ingathering the exiles and redeeming the land,&#65533; he
said. &#65533;The vision is to recognize and differentiate between Aliyah from the West and past
waves of Aliyah. What we have here is the recognition that the Zionist spirit is not
passé. Jewish communities in America, Canada and UK are showing that if you thought
that Jews only make Aliyah when they are in crisis &#65533; you are incorrect. Here are Jews from
the fleshpots choosing to move to Israel.&#65533;
Ayalon said that the lobby must deal with the pressing issues faced by the Western olim,
many arriving with one or two degrees at least. &#65533;We must adjust and streamline the process
of registering and converting their licenses &#65533; be they lawyers, doctors, psychologists or
others - so they can join the job market. Tax laws must be adjusted to encourage the
moving of businesses here.&#65533;
Ayalon is optimistic. &#65533;If Nefesh B&#65533;Nefesh has brought 14,000 olim until today, with 20,000
people on waiting lists &#65533; we expect to realistically reach the number 100,000 in the
coming years.&#65533;
MK Uri Ariel (National Union) called for the government to put all its resources at the
disposal of the organizations like Nefesh B&#65533;Nefesh, who are working to increase Aliyah
from the West. &#65533;The motor that powers all aspects of Israel to move forward is Aliyah,&#65533; he
said. &#65533;What are they waiting for? I think the organizations have moved forward and they
now have the right to set certain demands before us to stand up and prove we are willing
to help. Of course these must be conveyed in an organized work plan, but the end result
must be legislation.&#65533;
Ethiopian Jewish oleh (immigrant to Israel) MK Shlomo Mula (Kadima) said that Aliyah is
&#65533;the challenge of this generation&#65533;s Zionism.&#65533;
Fellow Kadima MK Ronit Tirosh said she does not think it is clear to Jews across the world
that Israel is the place for them. &#65533;For this we need PR. I don&#65533;t think this is being done
now. We must not wait until there is Anti-Semitism &#65533; because that kind of Aliyah comes
from a lower place &#65533; they don&#65533;t have another choice. Western Aliyah is a different story
altogether.&#65533; Tirosh said the new lobby should include Director Generals of the Finance,
Aliyah, Employment and Tax Authorities.
Absorption Ministry Director-General Erez Halfon said that one of the serious issues is
that communities in the US would prefer that the Jews remain in their communities there.
&#65533;The task is much harder &#65533; to bring olim from the West &#65533; than we have ever faced. There is
a question of how to convince the communities to encourage their members to move to
Israel? We in the ministry have launched a campaign to convince Israelis, concentrated in
North America to return home. That involved conflicts as well with our consulates, who
allot resources to making life comfortable for Israelis there on a certain level.&#65533;
Halfon also lamented that there are sources overseas offering Israelis incentives to leave
the Jewish homeland. &#65533;There is a competition today among institutions paying Israeli
students to do their degrees overseas,&#65533; he said.
The Jewish Agency&#65533;s Secretary-General Moshe Vigdor spoke about the quasi-governmental
agency&#65533;s new push for low-pressure trial Aliyah. &#65533;Today is not like the old Aliyah where
the olim arrive and tear up their passports. People today commute, people make Aliyah in
stages. Families come one by one.&#65533;
The mayors of Ariel, in Samaria, and Modi&#65533;in, located between Jerusalem and Tel Aviv also
addressed the lobby. &#65533;With all due respect, at the end of the day it is the local
authorities who provide the absorption: the ulpan, the warm hug, all the multiple needs,&#65533;
said Ariel Mayor Ron Nachman. I recommend that in order for this to succeed a decision
must be made as to the role of local government in these matters.&#65533; Nachman suggested a
government task force that would meet regularly with representatives of the various Aliyah
organizations and local governments to inform them of issues facing olim and address them
head on.
Avi Mantel of the French version of Nefesh B&#65533;Nefesh &#65533; AMI &#65533; warned that the momentum of
immigration from France should not be taken for granted. &#65533;[Newly elected French President
Nicholas] Sarkozy&#65533;s embrace has not been a good thing for Aliyah from France,&#65533; he said.
Erdan acknowledged the request for help in removing the obstacles placed in the paths of
olim seeking to convert their professional licenses. &#65533;There are certain guilds that are
acting to create obstacles for foreign olim,&#65533; he said. &#65533;We seek to act to help out in this
regard. We need specific recommendations from your experience where we are needed to
act.&#65533;
Yishai Fleisher, co-founder of the Kumah Aliyah movement, asked lobby members to
differentiate between two issues: &#65533;There are two things here that we often mix: one is the
absorption, and one is the call from Israel for Jews to come. The latter is what this
lobby must focus on. I am suggesting ideas like Aliyah Day &#65533; Oleh Day &#65533; where the state
can broadcast that we appreciate our olim.&#65533; Fleisher mentioned other ideas such as
dispatching Israeli musicians and delegations to inspire Diaspora Jews and invite them
&#65533;home&#65533; on behalf of the State of Israel.
MK Stas Misezhnikov (Yisrael Beiteinu), Chairman of the Knesset Finance Committee, said he
&#65533;connected&#65533; with Fleisher&#65533;s approach: &#65533;I remember that before I was in the Knesset I
worked in marketing for a natural health products company. And I remember we used to send
invitations out to the Jewish communities. Israel must behave as a business that seeks to
market itself as a place to live. I am willing to hold a meeting in this regard to deal
with financing these initiatives.&#65533;
MK Erdan thanked the nine MKs from across the political spectrum for attending the launch
of the lobby and said the next step is to formulate a national plan to encourage Aliyah
from the West. He invited the mayors, MKs, organizations and officials present to all
submit position papers on the subject that will be compiled, distributed to the Prime
Minister and all government ministries and discussed at the next meeting, where a united
list of priorities will begin to take shape.
